HDB land sale to developer so that they can build public housing for the mass market. It will have similar restriction that is imposed on HDB housing schemes.

The Design, Build and Sell Scheme (DBSS) was introduced in 2005 "The Premiere at Tampines" to offer greater choice and wider variety to meet the housing aspirations of higher income flat buyers for better design and finishes. HDB has launched the sale of land for 13 DBSS sites since 2005. The final one was "Pasir Ris One" in 2011.
